Idineklara ng Commission on Elections (COMELEC) Special Bids and Awards Committee Two ang failure of bidding para sa refurbishment ng may 81,000 Precinct Count Optical Scan o PCOS machines.
Ayon sa COMELEC Special Bids and Awards Committee Two, walang isinumiteng bids kahit na bumili ng bid documents ang tatlo sa mga magbi-bid sana, ang Smartmatic, Indra Sistemas SA, at Vertex.
Nagsumite ng letters of withdrawal ang Smartmatic at Vertex samantalang hindi nagpakita sa open bidding ang Indra.
