The allocation of over PHP 541 million for six new climate adaptation initiatives underscores the Marcos administration’s dedication to proactive governance and fortifying the nation’s adaptive capacity in the face of climate change. The Philippines is putting its money where its mouth is, unlocking domestic climate finance to serve the interests of its most vulnerable communities.

The newly approved projects cover a range of initiatives, from boosting agricultural and fisheries sectors in Mountain Province to drainage systems and agroforestry development in Bukidnon. The emphasis on localized projects reflects a nuanced understanding of the diverse impacts of climate change across the archipelago.

As the Philippines gears up for the 28th Conference of Parties to the United Nations Framework Convention on Climate Change (COP28), President Marcos is poised to rally the global community to honor their commitments, particularly in climate financing. This underscores the nation’s leadership role in the international fight against climate change.

President Marcos’s call for developed countries to do more is grounded in the belief that if a developing nation like the Philippines can unlock significant public domestic climate finance, then developed nations must fulfill their commitments under the UNFCCC and the Paris Agreement.

The President’s message at the ceremonial turnover of PSF Board Resolutions in Malacañang reaffirms the government’s unwavering support for climate-related projects. He emphasizes the importance of successful implementation, assuring the beneficiaries that the national government stands ready to provide guidance and assistance.

Marcos also places the Philippines’ efforts in the global context, acknowledging its vulnerability to climate change. He urges the nation to lead the way in supporting vulnerable communities worldwide, demonstrating that the Philippines is not only addressing its own challenges but also taking a proactive role in global climate action.

The establishment of the PSF under Republic Act No. 10174 exemplifies the Philippines’ commitment to addressing climate change through adaptation programs and projects. Idineklara ni Pangulong Ferdinand Marcos Jr. ang huling working day ng Nobyembre kada taon bilang National Bike-to-Work Day sa bisa ng Proclamation 409.

Layon ng hakbang na itong isulong ang pagbibisikleta bilang mainstream mode of transportation.

Hangad din ng nasabing proklamasyon na magkaroon ng balanse sa development at environmental protection, kasabay ng pagpapanatili sa kalidad ng hangin na siyang proprotekta sa kalusugan ng mga Pilipino.

Pamumunuan ng Inter-Agency Technical Working Group on Active Transport (IATWG-AT), katulong ang ilang non-government organizations (NGOs) at civil society groups, ang pagdiriwang ng National Bike-to-Work Day. Sila rin ang tutukoy sa mga programa, proyekto, at aktibidad para sa taunang selebrasyon nito.

Kaugnay nito, pinangunahan naman ni Department of Health (DOH) Secretary Teodoro Herbosa ang pagdiriwang ng National Bike-to-Work Day sa Centris Open Grounds sa Lung Center of the Philippines nitong November 29.

Umani ng overwhelming support ang pag-isyu ni Pangulong Ferdinand Marcos Jr. ng mga proklamasyon na nagkakaloob ng amnestiya sa mga dating miyembro ng mga rebeldeng grupo.

Mismong Moro Islamic Liberation Front (MILF) at Moro National Liberation Front (MNLF), pinuri ang naging hakbang ni Pangulong Marcos.

Para kay MILF Chairman Al Haj Murad Ebrahim, nagpapakita ng strong signal sa commitment ng pamahalaan na ipagpatuloy ang peace process kasama ang MILF ang paglabas ni Pangulong Marcos ng Proclamation No. 405. Sa bisa ng Proclamation No. 405, pagkakalooban ng amnestiya ang mga kwalipikadong miyembro ng MILF.

Sabi ni Ebrahim, prayoridad nilang tiyakin na mutually honored, substantially implemented, at timely completed ang mga kasunduan sa Comprehensive Agreement on the Bangsamoro (CAB). Tumutukoy ang CAB sa final peace agreement na nilagdaan ng pamahalaan ng Pilipinas at MILF noong March 27, 2014.

Pinasalamatan naman ni Ebrahim si Pangulong Marcos at ang administrasyon nito sa walang sawang pagsusulong ng peace, reconciliation, at unity policies.

Ganito rin ang naging pahayag ng MNLF. Ayon kay Office of Deputy Speaker Ustadz Abdulkarim Tan Misuari, naipakita ni Pangulong Marcos na seryoso ito sa pagkakaroon ng diyalogo at negosasyon upang maresolba ang mga gusot sa mga dating kumalaban sa gobyerno sa pamamagitan ng paglabas ng Proclamation No. 406.

Sa bisa naman ng Proclamation No. 406, bibigyan ng amnestiya ang mga kwalipikadong miyembro ng MNLF.

Dagdag pa ni Misuari, hindi lang susuporta ang desisyong ito ng Pangulo sa pagbabalik-loob ng mga miyembro ng MNLF sa lipunan. Aniya, makakaambag din ito sa pag-unlad ng bansa.

Tumutukoy ang amnesty sa pagbibigay ng awtoridad ng official pardon o pagpapatawad sa mga nahatulan ng political offenses. Hindi naman sakop ng amnestiya ang mga rebeldeng nakagawa ng terrorism, rape, kidnap for ransom, massacre, at iba pang mga mahahalay na paglabag sa karapatang pantao.

Para sa Armed Forces of the Philippines (AFP), makatutulong sa kapayapaan ng bansa ang pagbibigay ng amnestiya ni Pangulong Marcos, ngunit siniguro naman ni Department of National Defense (DND) Secretary Gilberto Teodoro na nananatili pa ring alerto ang pamahalaan laban sa extremism at terorismo.

Muling tumangggap ng pagkilala ang National Telecommunications Commission (NTC) sa ika-anim na sunod na taon sa idinaos na seremonya para sa 2023 Freedom of Information (FOI) Awards.

Nabatid na ang pagkilala ay iginawad ng Presidential Communications Office (PCO) sa pamamagitan ng Freedom of Information – Project Management Office (FOI-PMO).

Sinasabing kinilala ang NTC bilang Top Requested and Performing Agency sa eFOI Portal na mayroong 500 hanggang 999 requests at nakapagtala ng at least 90% closed transactions.

Ito na ang ikaanim na sunod na taon na ang NTC ay tumanggap ng pagkilala mula sa PCO para sa FOI Program ng komisyon.

Ang parangal ay tinanggap nina NTC Deputy Commissioner Alvin Bernard Blanco at FOI Officer Divina Daquioag.

Pahayag ni Blanco, patuloy na tutugon ang NTC sa prinsipyo na itinatakda ng FOI Program para manatiling transparent at mabilis sa pagseserbisyo sa publiko.

Sabi nga nila, “Christmas is for children.” Kaya naman ngayong panahon ng Kapasukuhan, libo-libong bata ang pinasaya ni Pangulong Ferdinand Marcos Jr. sa pamamagitan ng “Balik Sigla, Bigay Saya” program.

Nitong November 26, 2023, pinangunahan ni Pangulong Marcos Jr. ang ikalawang taon ng Balik Sigla, Bigay Saya program, isang nationwide gift-giving event ng Office of the President, katulong ang Social Secretary’s Office.

Sa Kalayaan grounds sa Malacañang, masayang tinanggap nina Pangulong Marcos Jr. at First Lady Liza Araneta-Marcos ang higit sa 1,700 bata mula sa mga piling shelters at orphan care centers. Kasabay nito, nagsagawa rin ng gift-giving activities ang 300 satellite centers sa buong bansa.

Naitalang 1,120 na mga bata sa National Capital Region (NCR) ang nakatanggap ng maagang pamasko; 449 sa Cebu; 600 naman sa Davao; at higit 14,867 sa iba pang satellite centers sa Pilipinas.

Sa kabuuan, higit 17,000 na bata ang napasaya ng pamahalaan ngayong Kapaskuhan.

Nagtulungan ang Department of Social Welfare and Development (DSWD) at private partners, kabilang na ang Jollibee at San Miguel Corporation, upang maayos na maidaos ang simultaneous gift-giving event sa mahigit 250 na lugar sa buong bansa.

Sa kanyang talumpati, sinabi ng Pangulo na gawain ng ama niyang si dating Pangulong Ferdinand E. Marcos Sr. ang pagpapasaya sa mga bata sa Malacañang tuwing Kapaskuhan, kaya naman itinuloy niya ito.

Para kay Pangulong Marcos Jr., nagiging masaya ang Pasko kapag masaya ang mga bata. Kaya naman aniya, sa ngiti ng mga bata, nagkakaroon ng kabuluhan ang Kapasukuhan.

Ito ay sa bisa ng Proclamation No. 406 na inilabas ni Pangulong Marcos kamakailan.

Sa opisyal na pahayag ni Office of Deputy Speaker Ustadz Abdulkarim Tan Misuari, sinabi nitong patunay ang naturang proklamasyon sa commitment ng pamahalaan tungo sa pagkakaisa, kapayapaan, at pagkakasundo.

Sa pag-apruba ng amnestiya, naipapakita umano ni Pangulong Marcos na seryoso ito sa pagkakaroon ng diyalogo at negosasyon upang maresolba ang mga gusot sa mga dating kumalaban sa gobyerno.

Dagdag pa ni Misuari, hindi lang susuporta ang desisyong ito ng Pangulo sa pagbabalik-loob ng mga miyembro ng MNLF sa lipunan, kundi makakaambag din sa pag-unlad ng bansa.

SM Foundation’s scholarship program empowers dreams of youth

In a world brimming with boundless possibilities, education serves as a powerful lever that propels young dreamers towards their desired destinations. Especially for youth from low-income households, it allows them to transcend from the lives they have long known.

This is the very vision of SM group’s founder Tatang Henry Sy Sr. when he established SM Foundation’s college scholarship program. Thirty years in, his vision has come to life as the program paved the way for personal advancement, unlocked a myriad of opportunities, and made a positive impact on the world of thousands of students, including SM scholars Aljon Laborte and Joyce de Guzman.

Turning impossible dreams into reality

 “I strongly believed that through education, I could hope for a better life for us. So, I prayed to God to grant me a college scholarship,” Aljon started, recalling how his mother worked hard to make ends meet after his father’s tragic loss in the 2008 MV Princess of Stars capsizing.

 The now-Certified Public Accountant (CPA) shared that through his SM scholarship, he was able to study at a prestigious university and remained motivated to chase his goals.

 “My scholarship from SM Foundation turned my once impossible dreams into reality. It paved the way for my academic success and professional development… It lifted the burden of thinking about where I’d get money for tuition and allowance, which helped me focus on my studies,” he added.

It was in 2015 when he proudly graduated Cum Laude from the National University-Manila. While it has been years, the ripples of kindness from his scholarship still reverberate in his heart, inspiring him to spread social good.

He currently works part-time at his alma mater, wanting to give back and inspire the next generation to pursue their professional aspirations and strive hard in their studies. He also volunteers at their community church, contributing his professional skills to improve their financial reporting and help with transactions and regulatory compliance.

As Aljon progresses in life, he takes joy in repaying his mother for the sacrifices she made for their family. Though there are more things he wishes to provide, he’s content with what they have now, savoring the things they once only dreamed of, like travelling, meeting their needs without worry, and having the freedom to celebrate special moments.

“Education opens the door to boundless opportunities. I’m glad that I didn’t give up on my education and that SM Foundation found me and believed in my potential.. Sabi nga nila, ‘malayo pa, pero malayo na.’ There are still plenty of things we hope to achieve in life, but one thing’s for sure: we’ve come a long way,” he said.

Turning dreams into achievable goals

Following the footsteps of Aljon is aspiring CPA and fellow SM scholar-alum Joyce de Guzman. She is one of the 397 scholars from batch 2023, set to be honored at SM Foundation’s presentation of graduates event.

Much like Aljon, Joyce is a driven and visionary student, who clearly knew that education would allow her to fully realize her dreams: become a CPA and be able to give back to her family.

“My friends, who were all top students, informed me about SM Foundation’s college scholarship program. This has ignited a flame of determination within me. I was driven to be one of them, not just for personal fulfillment but also to alleviate the financial strain of higher education on my family and myself,” she said.

Recalling what she felt when she got in, “This scholarship represented a beacon of hope that solidified my path towards a future where my dreams can soar unburdened by financial constraints.”

Through the scholarship, Joyce was able to fully focus on her studies and set up the foundations of her career through an internship program that paved her professional and personal enrichment. As a bonus, she was a consistent awardee and graduated with academic distinction.

As she takes a step closer to her dreams, the aspiring alumna remains grateful to those who made this a reality: her family who believed in her dreams and SM Foundation that accompanied her throughout her academic journey.

“When I applied for the scholarship, we were struggling financially. It was difficult to make ends meet because only my dad worked. My older brother had to stop studying to help support us. But even though things were tight, my family knew that education was important, so they supported my dream of going to college,” she shared her inspiration.

“Now, the scholarship has empowered me to pursue my dream of becoming a CPA and has paved the way toward financial stability for myself and my family. I am also excited to continue growing both professionally and personally. Someday, I hope to have the opportunity to support other aspiring students’ dreams of pursuing higher education, the same way SM Foundation believed in mine,” she concluded.

Pinangunahan nina Pangulong Ferdinand Marcos Jr. at First Lady Louise “Liza” Araneta-Marcos ang Christmas tree lighting sa Malacañang.

Sa kanyang mensahe, sinabi ng pangulo na pinakamainam na pagkakataon ang araw ng Pasko para sa reflection at para magkaroon ng oras kasama ang mga kaibigan, pamilya, at mahal sa buhay.

Sinabi din ng pangulo na ang Pasko ay para sa mga bata.

“Christmas in the Philippines — we have gained the reputation around the world for celebrating Christmas with more fervor than most other countries. And I think that is a good thing because I think all of us Filipinos, we take Christmas as a time for reflection and a time for — to spend with your friends, your family, your loved ones and, of course, to watch the children because as far as I’m concerned, Christmas is really for the children,” sabi ni Pangulong Marcos.

Maliban dito, pinangunahan din ng pangulo at ng Unang Ginang ang awarding ceremony para sa mga nagwagi sa “Isang Bituin, Isang Mithiin”.

Ito ay nationwide parol-making contest na nilahukan ng mga estudyante mula sa iba’t ibang state colleges and universities.

Ang Batangas State University ang nagwagi ng P1-million na grand prize, second placer naman ang University of Northern Philippines na nag-uwi ng P500,000 cash prize, at 3rd placer ang Bohol Island State University na mayroong P250,000 cash prize.

Ang top 3 winners ay tumanggap din ng laptop at mobile phone showcase habang ang kanilang state universities at colleges ay tumanggap ng photo and video editing package, na kinabibilangan ng Gigabyte G7 Gaming Laptop na mayroong 1-year Adobe Creative Cloud subscription.

Binigyan din ang mga eskwelahan ng Canon M50 Camera at 1 DJI Ronin – SC Camera Stabilizer 3-Axis Gimbal, at isang Insta 360 Flow AI-Powered Smartphone stabilizer.

Nakuha naman ng Polytechnic University of the Philippines (PUP) ang special “online voting” award matapos na magkamit ng pinakamaraming “heart reactions” sa Facebook ang kanilang entry, at nagwagi ng P100,000 cash prize.

Naniniwala ang Armed Forces of the Philippines (AFP) na makatutulong sa kapayapaan ng bansa ang pagbibigay ng amnestiya ni Pangulong Ferdinand Marcos Jr. sa mga dating miyembro ng mga rebeldeng grupo.

Ayon kay AFP spokesperson Colonel Medel Aguilar, mayroon na lamang mahigit 1,000 miyembro ang Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF). 400 dito ang nahaharap sa mga kaso.

Aniya, ang paggawad ni Pangulong Marcos ng amnestiya ay nasa tamang panahon dahil kasabay nito, nakikita umano ang paghina ng CPP-NPA.

Bukod sa CPP-NPA-NDF, matatandaang ginawaran din ng Pangulo ng amnestiya ang mga dating miyembro ng Moro Islamic Liberation Front (MILF), Moro National Liberation Front (MNLF), at Rebolusyonaryong Partido ng Manggagawa ng Pilipinas/Revolutionary Proletarian Army/Alex Boncayao Brigade (RPMP-RPA-ABB).

Samantala, nilinaw naman ni Department of National Defense (DND) Secretary Gilberto Teodoro na nananatiling alerto ang pamahalaan laban sa terorismo at extremism sa kabila ng amnestiya.

Ito’y matapos pangunahan nina Pangulong Ferdinand Marcos Jr. at Unang Ginang Louise “Liza” Araneta-Marcos ang “Balik Sigla, Bigay Saya” na araw ng pagbibigay ng regalo at sabay-sabay na ginanap sa 300 satellite centers sa mahigit 17,000 bata sa buong bansa.

Ang “Balik Sigla, Bigay Saya” gift-giving activity ay ginanap sa mahigit 250 na lokasyon sa buong bansa.

Sinasabing katuwang dito ng Palasyo ang Department of Social Welfare and Development (DSWD) at iba pang mga pribadong grupo na kinabibilangan ng Jollibee at San Miguel Corporation.

Sa National Capital Region (NCR) mayroong 1,120 na mga bata ang nakatanggap ng kanilang maagang pamasko; 449 mula sa Cebu; 600 sa Davao; at, higit sa 14,867 mga bata sa iba pang mga satellite center sa buong bansa.

Iinalala ni Pangulong Marcos ang kanyang pinakamasayang Pasko noong kanyang kabataan.

“Alam ninyo, noong kasing tanda ko lang kayo, maliit din ako noon, ‘yung tatay ko siya ang presidente rito. Kaya bawat Pasko ganito ang aming ginagawa dito,” ayon sa pangulo sa kanyang talumpati.

Sabi ni PBBM, ang aktibidad ng pagbibigay ng regalo ay sabay-sabay na ginagawa sa pamamagitan ng paggamit ng bagong teknolohiya.

Kasabay nito, pinasalamatan din ni Pangulong Marcos ang mga tagapag-alaga at mga magulang ng mga bata na buong-pusong nag-aalaga sa kanila.
