Dalawang transport group mula sa Iloilo City ang umapela sa Energy Regulatory Commission(ERC) na silipin at imbestigahan ang Capital Expenditure ng Panay Electric Company (PECO) matapos lumitaw na ang pondong inaprubahan nito para sa pagbili ng transportation equipment ay ibinili ng BMW na sasakyan at nang mawalan ng prangkisa ang kumpanya ay ibinenta ang luxury car sa Pangulo nito.
Ayon sa Western Visayas Transport Cooperative (WVTC) at Iloilo City Loop Alliance of Jeepney Operators and Drivers Association (ICLAJODA) sa kanilang pagberipika sa Land Transportation Office(LTO) ay lumilitaw na ang kinukuwestiyong BMW ay naibenta noong May 22, 2019 kay PECO President Luis Miguel Cacho.
“They have to justify to the people,they have to prove that they have not wasted consumers’ money here or else they have to answer for it, because if true, it is a clear case of a deceitful transaction which involves the money of the electric consumers,” Pahayag ni WVTC General Manager Halley Alcarde.
Gayundin ang posisyon ni ICLAJODA President Raymundo Parcon, aniya, kuwestiyunable ang naging “timing” ng pagbebenta ng mamahaling sasakyan dahil ginawa ito sa panahong wala nang legislative franchise ang kumpanya.
Why in the world that while PECO is embedded with legal issues regarding the continuity of its operations that it will time the sale of the company-owned luxury car to its own president. Just mind-boggling isn’t it? And one more thing, is PECO allowed by the ERC to own a luxury car?”, giit ni Parcon.
Taong 2015 nang bumili ang PECO ng BMW 520D sedan mula sa Asian Carmaker Corporation na nagkakahalaga ng P5-M.
Ang nasabing sasakyan ay binili gamit ang pera na inaprubahan ng ERC para sa pagbili ng transportation equipment sa ilalim ng Capital Expenditure (CAPEX) ng PECO para sa taong 2011 hanggang 2015.
Nabatid na para sa taong 2011 ay P2,133,851 ang alokasyon para sa transportation equipment ng PECO ; 2012 ay P2,231,446; 2013 ay nasa P2,337,988; 2014 ay P2,447,289 at 2015 ay nasa P2,560,476, layon nang inaprubahang pondo na bumili ng utility vehicles na magagamit sa oeprasyon nito subalit lumitaw na sa halip na mga sasakyan na magagamit sa official function ng kumpanya ay kalahati ng pondo ay ipinambili ng luxuy car.
Dahil hindi papayagan ng ERC ang unnecessary expenditure ay itinago umano ang pinambili ng BMW sa ilalim ng pagbili ng distribution lines and hardwares.
Ang Capital Expenditure ng mga power firms ay isinusumite at pinaaprubahan sa ERC, layon ng hakbang na ito na matiyak na ang mga economically efficient capital expenditure lamang ang syang mapopondohan para masiguro na mapoprotektahan ang public interest.
Any plan for expansion or improvement of distribution facilities shall be reviewed and approved by the Commission to ensure that all capital projects are optimized and that the contracting and procurement of the equipment, assets and services have been subjected to transparent and competitive bidding and purchasing processes to protect public interest. Applications of this nature shall be governed by the Guidelines to Govern the Submission, Evaluation and Approval of Electric Distribution Capital Projects”, nakasaad sa guidelines ng ERC.
Tinuran ng WVTC na malinaw na ang pagbili ng BMW ng PECO lalo sa personal na gamit ay hindi maikokonsidera bilang economically efficient bagkus ay maituturing na pang abauso sa consumers’ money.
Tinangka naman na hingan ng komento ang PECO ukol sa alegasyon subalit walang sumasagot sa kanilang mga hotlines.
