Aabot sa 5,000 bilanggo ang target palayain ng Department of Justice (DOJ) sa June 2023.
Ayon kay Justice secretary Jesus Crispin Remulla, nagsasagawa na sila ng decentralization para maayos ang masisikip na kulungan sa bansa.
Katuwang ng DOJ sa gawain ang Department of Interior and Local Government at Supreme Court sa pamamagitan ng Justice Sector Coordinating Council.
Una rito, sinabi ni Remulla sa United Nations Human Rights Council Session na committed siyang ipagpatuloy ang regular na pagpapalaya.
Dahil dito, noong Setyembre ay aabot sa halos 400 Persons Deprived of Liberty ang napalaya mula sa New Bilibid Prison, Correctional Institution for Women sa Mandaluyong at iba pang prisons at penal farms sa bansa.
