INCOMING President Ferdinand ‘Bongbong’ Marcos Jr. will prioritize increasing the country’s food production when he takes over as concurrent head of the Department of Agriculture (DA).

In a press briefing, he pointed out that the rice exportation ban being currently imposed by Thailand and Vietnam, the Philippines’ main sources of imported rice, left the country with no choice but to increase its local production.

“You may have noted that Thailand, Vietnam for example, one of our main sources of imported rice, have decided to ban their rice exports at least for now. So, we have to compensate for that by hopefully increasing production here in the Philippines, so that’s one,” Marcos said when asked for his priorities as DA chief.

“There are many priorities that we have to attend to simultaneously, first of all will be try to increase production as we come to the planting period, the harvest period after the rainy season, during, before, and after the rainy season. Hopefully, we can counteract some of the increases in prices,” he added.

The President-elect announced Monday that he would be assuming the portfolio of Secretary of Agriculture due to the severity of the problem that the country would face with the looming food crisis and the continued increase in food prices.

“Furthermore, it is in response to the events in Ukraine which has affected the Philippines’ agriculture and including the food supply in a very serious way,” he further explained.

Another priority Marcos cited is the restructuring of the DA, though it would be a long-term process, to make it more responsive to the current global situation in terms of food supply.

He added this would include the return of agencies and organizations under the department, such as the National Food Authority (NFA), the Food Terminal Inc. (FTI), and Kadiwa, among others,  to their original mandates and functions

“As I have mentioned many times before, many of the agencies have changed their functions over the years and maybe it’s time to return them. I talked about the organizations like the NFA, the FTI, and the Kadiwa, which we already have started to see especially at the local level but we have to structure the actual department so as to be more responsive to the global situation now when it comes to food supply,” the incoming President said.

In line with the programs he discussed with his economic managers, Marcos said there may be a need to review the P10-billion Rice Competitiveness Enhancement Fund created by Republic Act (RA) 11203 or the Rice Tariffication Law.

“Well if there is one part of the rice tariffication, it is the area wherein we reinvest the amount of funding that we reinvest into for our farmers, and mechanization, and post-harvest facilities. Which is part of the rice tariffication, there’s P10 billion that is returned to the farming community,” he replied when asked what part of the law will be reviewed, which was one of his pronouncements during the campaign.

“Maybe we can have a look at that and see, maybe that now that we are in a situation where we very much have to boost production and we very much have to support the farmers, maybe we can look at that and hopefully increase it,” he continued.

“Pag nakikita naman natin ‘yung accounting doon sa rice tariffication, ‘yung P10-billion na ‘yun kung minsan merong pang unspent so pwede pang gamitin ‘yun,” he added.

Section 13 of RA11203, which took effect last March 5, 2019, provides that a Rice Competitiveness Enhancement Fund will be created with an annual appropriation of P10 billion for the next six years following the approval of the law.

The said fund will be used for programs, which will be implemented in rice-producing areas, such as procurement of rice farm machineries  like tillers, tractors, seeders, threshers, rice planters, harvesters, irrigation pumps, small solar irrigation, reapers, driers, millers, and others.

Other programs also provided for under the said section of the law are rice seed development, propagation, and promotion; expanded rice credit assistance; and rice extension services.

Ito’y para matutukan ang lumalalang food crisis sa bansa.

Ayon kay Senator Sonny Angara, nangangahulugan ang desisyon na magiging top priority ni Marcos ang sitwasyon sa pagkain at pagsasaka, lalo na sa panahon ng pagtaas ng presyo nito sa pandaigdigang merkado.

Sinabi naman ni Senator-elect JV Ejercito na indikasyon ang ginawa ni Marcos na seryoso talaga itong tugunan ang food crisis issue.

Samantala, aminado naman si Senator-elect Chiz Escudero na makakatulong ang pag-upo ni PBBM sa DA para mabawasan ang Red Tape at matutukang maigi ang sektor ng agrikultura.

Sa ngayon, bilang outgoing Secretary ng DA ay suportado ni William Dar ang desisyon ni Marcos.

Handa aniya itong i-brief at i-assist si Marcos Jr., sa kasalukuyang estado ng DA kabilang ang mga ‘unfinished business’, situational analysis, policy framework at major accomplishments.

Hawak na ni President-elect Ferdinand ‘Bongbong’ Marcos Jr. ang listahan ng mga pangalang umano’y sangkot sa smuggling at korupsyon sa Department of Agriculture (DA).

Ayon kay Senate President Vicente Sotto III, kabilang sa listahan ang mga indibidwal at opisyal ng DA at Bureau of Customs (BOC).

Isa ang Agri sector issue sa mga natalakay sa pulong nila ni PBBM noong Mayo 28.

Naibahagi rin ng Senador sa susunod na Pangulo ang report ng Senate Committee of the Whole, tungkol sa mga pagdinig sa smuggling ng mga produktong pang agrikultura.

Sa naging pag-uusap, sinabi ni Sotto na hindi nagustuhan ni Marcos ang mga nalaman nito.

Sa ngayon, para kay Sotto ay magandang desisyon ang pag upo muna ni PBBM bilang DA secretary, dahil tiyak na matutugunan ng maayos ang korupsiyon sa ahensiya.

Sisikaping mapababa ang presyo o halaga ng karneng baboy sa mga pamilihan sa kabila ng walang puknat na pagtaas ng presyo ng langis sa buong mundo.

Ito ang inihayag ni Chester Warren Tan, Pangulo ng National Federation of Hog Farmers Incorporated kung saan, makikipagtulungan sila sa Bureau of Animal Industry at National Meat Inspection Service para mapagaan ang presyo ng karneng baboy.

Ayon kay Tan, bumaba ng P10 hanggang P15 ang farm gate price ng baboy pero patuloy na pumapalo sa P380 hanggang P400 ang presyo sa kada kilo ng karneng baboy sa mga pamilihan.

Iginiit ni Tan, na hindi dapat nararanasan ng mga mamimili ang mataas na presyo ng karneng baboy sa mga pamilihan dahil mababa ang farm gate price nito.

Sinabi ni Tan na dapat ang presyo sa kada kilo ng baboy ay maglalaro lamang sa P350 hanggang P360.

Kumpiyansa si Tan na kaya tumaas ang presyo ng karneng baboy sa merkado ay dahil sa mataas na singil sa toll gate, mataas na presyo ng langis, at mga gastusin ng traders na kailangang mabawi sa kanilang mga kita.

Papayagan na ng Department of Health (DOH) na maturukan ng booster dose ang mga batang edad 12 hanggang 17 na immunocompromised laban sa COVID-19.

Nabatid na inilabas ng DOH ang guidelines hinggil sa booster shots ng Pfizer vaccines sa nabanggit na age group.

Ayon sa DOH, tanging ang mga immunocompromised pediatric ang tuturukan 28 araw matapos ang ikalawang dose ng primary series.

Nabatid na nasa .3 ml kada dose ang ituturok sa mga kabataan at papayagan lamang ang pagtuturok sa mga DOH accredited, LGU Manage o Hospital Base Vaccination Center sa NCR at iba pang rehiyon sa bansa.

Sinabi ng DOH na kailangan ipakita ng pasyente ang medical certificate mula sa kanilang doctor, valid ID o dokumentong may larawan ng magulang o guardian ng mga babakunahan at vaccination cards na patunay na nakakumpleto na ng dalawang doses ng primary series.

Inihayag ni Economic Analyst at UP Prof. Astro Del Castillo na posibleng mahigitan o tumaas ng mahigit 5% ang inflation rate ng bansa ngayong Hunyo.

Sa panayam ng DWIZ, sinabi ni Del Castillo, sunod-sunod ang pagtaas ng pangunahing bilihin partikular na ang langis at pagkain.

Aminado si Del Castillo na sila ay hirap sa kanilang projections dahil sa pabago-bagong presyo ng mga produkto sa buong bansa at buong mundo.

Iginiit ni Del Castillo na ang Food Crisis, kakulangan sa suplay ng langis at kuryente ay matagal nang problema bago pa magkaroon girian sa pagitan ng Russia at Ukraine.

Ayon pa kay Castillo, naging dahilan din ng mataas na Inflation ang climate change kung saan, apektado ang food production dahilan para huminto ang ilang mga bansa sa pag-export ng kanilang produkto.

Dagdag pa ni Del Castillo na dapat i-update na ng pamahalaan ang Medium Term Development Plan sa 2023 hanggang 2028 na magiging basehan sa budgeting and expenditures ng susunod na administrasyon.

Asahan na magiging maulap ang kalangitan sa bahagi ng Palawan na may kalat-kalat na mga pag-ulan, pagkulog at pagkidlat bunsod parin ng Low Pressure Area (LPA) na nasa labas ng bansa.

Magiging maaliwalas naman ang panahon sa Metro Manila at nalalabing bahagi pa ng Luzon pero asahan ang panandaliang mga pag-ulan sa hapon hanggang sa gabi dahil parin sa mga localized thunderstorm.

Ayon kay PAGASA weather specialist Ana Clauren, magkakaroon ng maulap na kalangitan sa bahagi ng Western Visayas at Zamboanga Peninsula dala parin ng umiiral na LPA kaya’t asahan ang kalat-kalat na pag-ulan, pagkulog at pagkidlat sa hapon at gabi.

Magiging maaliwalas naman ang panahon sa nalalabing bahagi ng Visayas at Mindanao pero may kainitan sa tanghali habang mataas naman ang tiyansa ng pulu-pulong mga pag-ulan pagsapit ng hapon hanggang gabi.

Agwat ng temperatura sa Metro Manila ay maglalaro sa 25°C hanggang 32°C habang sisikat naman ang haring araw mamayang 5:28 ng umaga at lulubog naman ito mamayang 6:27 ng hapon.

Inaasahang malalaman na sa mga susunod na araw ang kukumpleto sa gabinete ni incoming President Ferdinand “Bongbong” Marcos Jr.

Ayon kay Marcos, lalo pang nabawasan ang mga pangalan na kabilang sa kanyang shortlist at patuloy sila sa pag-proseso ng mga mapapabilang sa kanyang administrasyon.

Sinabi pa nito na nais niyang mabuo ang kanyang Gabinete bago ang kanyang inagurasyon sa Hunyo a-30.

Sa ngayon ay hindi pa pinapangalanan ni PBBM kung sino ang mangangasiwa sa ilang Departamento tulad ng Department of Health, Department of Energy, at Department of Transportation at Department of Environment and Natural Resources.

Inaprubahan na ng Department of Health ang pagtuturok ng COVID-19 booster shots sa mga batang edad 12 hanggang 17.

Ayon kay Vaccine expert panel chief Dr. Nina Gloriani, tanging ang booster dose ng Pfizer ang inaprubahan dahil nagbigay ito ng datos at nag-apply ng Emergency Use Authorization sa Philippine Food and Drug Administration.

Hinihintay na lamang aniya ang guidelines dito at inaayos na lang ang ilang technicalities para makapagturok na ng booster dose sa nasabing age group.

Ang nasabing hakbang aniya ay upang matugunan ang humihinang immunity ng primary vaccine series laban sa COVID-19.
