Nagtataka si dating Supreme Court spokesman Theodore Te sa direktiba ng Office of the Ombudsman na dapat magpaliwanag sina Senador Leila De Lima at dating Department of the Interior and Local Government (DILG) secretary Mar Roxas sa Implementing Rules and Regulations (IRR) ng Good Conduct Time Allowance (GCTA).
Sa kanyang Twitter account, sinabi ni Te na mas mataas ang batas kesa sa IRR.
Hindi anya maaaring palitan ng IRR ang nilalaman ng GCTA kung saan sinasabing hindi ito pwedeng gamitin sa mga convicts ng heinous crimes.
