Nais ng Malacañang na matututukan ang procurement activities ng mga ahensya ng gobyerno.
Alinsunod sa Memorandum Circular Number 39 na nilagadaan ni Executive Secretary Salvador Medialdea noong Enero 26, ipinag-utos nito sa mga national government agencies, government owned and controlled corporations o GOCCs, state universities at colleges at local government units na magsumite ng report sa office of the president sa ginawang fund transfer nito sa Department of Budget and Management – Procurement Service.
Layon nitong ma-monitor ang procurement ng mga supplies, equipment at infrastructure projects na ginawa noong nakaraang taon.
Binigyan lamang ng hanggang Marso 31 ang mga ahensya para tumugon dito.
