Batay sa COMELEC resolution no. 10764, kinakailangang magsumite ang mga aplikante ng documentary requirements para sa national debate, forum, o interview series sa information division ng education and information department ng ahensya.
Matapos isumite, kailangang mag-issue ang COMELEC ng sertipikasyon para sa akreditasyon ng isasagawang debate sa loob ng 48 hours.
Kailangan ding magsumite ng letter of intent ang aplikante nan aka-address sa Director IV of the Education and Information Department o Regional Election Director.
Dapat ding magbigay ng hard copies ng imbitasyon para sa partisipasyon ng national o lokal na debate na may proof of receipt or services, affidavit of compliance sa minimum health protocols na itinakda ng the Inter-Agency Task Force for the Management of Emerging Infectious Diseases. —sa panulat ni Abie Aliño-Angeles
