MMDA BAHA

Gagastos ng mahigit 32 million pesos ang pamahalaan dahil sa pagkaantala ng halos kalahati ng mga flood control projects ng Metropolitan Manila Development Authority.

Batay sa 2023 report ng Commission on Audit, 22 proyekto na may pondong mahigit 510 million pesos ang hindi nakumpleto sa ilalim ng kontrata, dahilan para maantala ito ng 310 araw.

Babayaran ng gobyerno ang nasabing halaga, saklaw ng limang taon mula 2018 hanggang 2023, bilang commitment fees sa creditor banks.

Ang commitment fee ay isang non-refundable charge na ipinapataw ng mga nagpapautang sa mga nanghihiram na may hindi na-withdraw na balanse ng utang.

Kaugnay nito, 29 na proyekto rin na nagkakahalaga ng mahigit 371 million pesos ang hindi naipatupad dahil sa kanselasyon at kabiguang magsagawa ng maagang bidding para sa proyekto.  – Sa panulat ni Laica Cuevas

Ipinapaubaya na ni Senador Cristopher ‘Bong’ Go sa korte ang pagpapasya sakaling may ihaing kaso laban sa kanya.

Ito ay  matapos  ang rekomendasyon  ng House Quad Committee na kasuhan siya, si dating pangulong Rodrigo Duterte, Senador Ronald ‘Bato’ Dela Rosa at iba pang mga dating opisyal ng paglabag sa crimes against humanity.

Ayon kay Senador Go, noon pa sinasabi ni dating pangulo Duterte  na dalhin na lamang sa korte ang mga kaso sa halip na magsagawa ng serye ng  imbestigasyon ang QuadComm.

Kwestyunable pa aniya ang sinabi ng  QuadComm na huwag idamay ang mga walang kinalaman gayong ang rekomendasyon nito ay ’tila dala ng mga sabi-sabi at walang katibayan.  – Sa panulat ni Laica Cuevas mula sa ulat ni Cely Ortega-Bueno (Patrol 19)

PHILHEALTH 3

Maihahalintulad sa pandemya ang kawalan ng alokasyon para sa kalusugan ng sambayanan sa ilalim ng 2025 national budget.

Ito ang iginiit ni Senator Imee Marcos, kasabay ng pahayag na mas maraming buhay ang nalalagay sa peligro, maraming nababagabag at nagkakasakit na nauuwi sa tiyak na kamatayan.

Tanong ngayon ni Senador Marcos sa mga kapwa-mambabatas kung wala nga bang nangyaring himala sa niratipikahang proposed national budget ng Bicameral Conference Committee.

Ito’y matapos alisin ng kongreso ang 74-billion peso subsidy ng Philippine Health Insurance Corporation (PhilHealth) para sa susunod na taon.

Idiniin ng Senador na kung kabuktutan ng mga namamahala sa PhilHealth ang problema’t dahilan ng pag-aalis ng budget nito, mali aniyang solusyon na parusahan ang mga naghihikahos na pasyente at i-zero ang mga nabubulok nang ospital.

Nang dahil aniya sa bilyones na alokasyon sa Medical Assistance for Indigent Program (MA-IP), ang mahihirap na pasyente ang nagdurusa at kinakailangan pang pumila at mistulang mamanikluhod sa ilang opisyal ng pamahalaan.

GEN APPRO 2025 BUDGET

Aminado si Pangulong Ferdinand Marcos Jr. na mayroon silang mga nakitang isiningit sa budget request ng ilang departamento para sa susunod na taon.

Ayon kay Pangulong Marcos, ito ang dahilan kung bakit pinag-aaralan nilang mabuti ang 2025 General Approprications Act.

Ipinunto pa ni PBBM na walang tamang documentation ang ilang budget proposals at hindi maliwanag kung san mapupunta ang pera.

Binigyan-diin ng Presidente na kailangang busisiin itong mabuti dahil anya may parte sa nasabing pondo ang manggagaling sa utang kaya’t dapat mapunta ito sa tama at  masigurong makakabawi sa ginastos para mabayaran ang utang. –  Sa panulat ni Kat Gonzales

Mariing kinondena ng partido ni dating pangulong Rodrigo Duterte ang rekomendasyon ng House Quad Committee na kasuhan ang dating presidente dahil sa madugong kampanya nito kontra iligal na droga.

Ayon sa  partido ng Demokratiko Pilipino – Lakas ng Bayan (PDP Laban), malinaw na pamumulitika ang ginagawa ng QuadComm at wala itong ligal na basehan.

Ginipit din anila ang mga ipinatawag na resource person sa pagdinig ng Kamara, at pinagbantaang iko-contempt kung hindi sundin ang script ng QuadComm.

Iginiit ni Pangulong Ferdinand Marcos Jr. na dapat masusing pag-aralan ang rekomendasyon ng House Quad Committee na sampahan ng kasong Crimes Against Humanity si dating pangulong Rodrigo Duterte.

Ayon kay Pangulong Marcos, Department of Justice ang mag-a-assess ng rekomendasyon, na nakabatay sa resulta ng pagdinig ng mga mambabatas.

Mula rito ay DOJ aniya ang inaasahang magsusuri kung anong mga kaso ang maaaring isampa at magtutuloy sa case build-up sa pamamagitan ng pangangalap ng sapat na ebidensya.

Idinagdag pa ng Pangulo na DOJ din ang magsisiguro kung naaayon sa tamang proseso at batayan ang direksyon ng rekomendasyon ng komite ng kamara.

Inihain na sa Kamara ng ilang religious group at grupo ng mga abogado mula sa mindanao ang ikatlong impeachment complaint laban kay Vice President Sara Duterte.

Ayon sa kinatawan ng grupo na si Atty. Amando Ligutan, ang nasabing reklamo ay pirmado ng 12 Pari, mga Abogado, at miyembro ng non-government organization.

Pangunahing grounds sa inihaing reklamo ang Betrayal of Public Trust at Culpable Violation of the Constitution kaugnay ng paggastos ni VP Sara sa confidential funds ng Office of the Vice President noong 2022 at Department of Education noong 2023.

ARISE Philippines, the UNDRR Private Sector Alliance for Disaster Resilient Societies, celebrated the contributions of its network members and partners in disaster risk reduction (DRR) and sustainability during a Recognition Ceremony held on December 2, 2024, at the SMX Convention Center Manila. The event, themed “United Towards Resilience: Recognizing ARISE Philippines Network Members and Partners in Advancing a Resilient and Sustainable Future,” brought together over 200 participants, including government officials, private sector leaders, and other stakeholders.

The ceremony commenced with opening remarks from Engr. Liza Silerio, co-chairperson of ARISE Philippines and SM Supermalls Vice President, who gave a call to action, “We have big goals ahead of us, and 2030 Sendai Framework for Disaster Risk Reduction (SFDRR) is fast approaching. Let us continue our work, pushing forward together with the strong support of our government partners. Let us double down on our united efforts as a society ‘United towards Resilience.’”

The Department of Environment and Natural Resources (DENR) was represented by Undersecretary Juan Miguel Cuna, standing in for Secretary Maria Antonia Yulo-Loyzaga, alongside Undersecretary Malu Erni and other DENR officials. The Department of National Defense (DND) and the Office of Civil Defense (OCD) were represented by Assistant Secretary Bernardo Rafaelito Alejandro, from the OCD.

Key stakeholders gather to discuss innovative solutions for climate action during the field visit to the SM Resilience Center for the Asia-Pacific Ministerial Conference on Disaster Risk Reduction (APMCDRR) 2024.

At the forefront of the event was Hans Sy, Chairperson of ARISE Philippines and a strong advocate for disaster resilience. His presence exemplified the private sector’s commitment to advancing DRR and sustainability through collaboration. Mr. Sy’s active engagement throughout the event highlighted ARISE Philippines’ leadership in promoting partnerships that embody the whole-of-society approach.

Recognizing excellence

The highlight of the ceremony was the presentation of plaques and certificates to ARISE network members and partners. These awards honored their leadership, dedication, and contributions to advancing resilience and sustainability. The honorees set new standards for private sector engagement, earning praise from local and international delegates for their impactful initiatives.

A celebration of collaboration 

The event was further enriched by powerful reflections and messages of unity delivered by key representatives from various sectors. Jeffrey Santos of the Mabalacat City Disaster Risk Reduction and Management Office (CDRRMO) and Rodolfo Simeon of the Angeles CDRRMO spoke passionately about the importance of collaboration. PCol. Reynaldo Ogay Jr. of the Philippine National Police (PNP), FCSUPT. Renato Capuz of the Bureau of Fire Protection (BFP), and OCD Regional Director Amador Corpuz shared invaluable insights on strengthening disaster preparedness. 

Call to action

During the ceremony, VAdm Alexander Pama (Ret.), ARISE Philippines Global Board Member, reflected on the achievements of the Asia-Pacific Ministerial Conference on Disaster Risk Reduction (APMCDRR) 2024. He said, “We’re surging toward 2030 with disaster resilience as our goal, sustainability as its twin imperative, and a clear visioned determination to get our objectives done since resilience is not just something we talk about—it’s who we are.” He emphasized the importance of collaborative efforts in building resilient communities and called for sustained innovation to achieve the goals of the SFDRR.

Closing the event, Atty. Alexander Cabrera, Vice Chairperson of ARISE Philippines, delivered a message of gratitude, stating that resilience is a shared legacy that binds communities, sectors, and generations in the pursuit of a more sustainable future.
