Present sa oral argument ang mga kinatawan ng Pilipinas na sina Executive Secretary Paquito Ochoa; Foreign Affairs Secretary Albert del Rosario;
Justice Secretary Leila de Lima; National Defense Secretary Voltaire Gazmin at Undersecretary Emmanuel Bautista ng Office of the President.
Samantala, inihayag ni Chinese Ambassador to the Philippines Zhao Jianhua na hindi naman nila isinasara ang kanilang pinto sa pakikipag-dayalogo subalit kailangang sa pagitan lamang ito ng Pilipinas at Tsina.
